What if my internet is out at home and can't access internet at all except from school which is really risky?

Well, it should work the same way, assuming you don't get the PSP taken away from you. Many middle and high schools lock down their networks so only "registered" computers/devices can join the network. If that's the case, you won't be able to use your PSP at school, even if they have wireless. College campuses tend to be much more open.
